In North Dakota the rule comes from your city, not the state

Does North Dakota have a statewide server training law?

No. State law does not require responsible beverage service training. If someone tells you North Dakota mandates certification, they are describing a city ordinance and calling it state law.

Which cities require it?

Fargo, West Fargo, Grand Forks, Williston, Dickinson, Watford City and Jamestown all run server training ordinances. Fargo's is the one most people meet first: every holder of an alcoholic beverage licence in the city must implement a programme of mandatory server training, and someone who passes is credentialled for three years.

Will any online certificate satisfy my city?

Not automatically, and this is the trap. Each city decides which programme it accepts, and some run their own — Fargo's training goes through Fargo Cass Public Health. Ring the city auditor or clerk where the venue actually sits before you pay for anything, because a certificate that satisfies one North Dakota city may be worthless in the next one down Interstate 94.

So what is this course for?

Responsible-service competence, and the employer file. Outside the ordinance cities nothing is mandated at all, and inside them employers still want staff who can card confidently, catch an altered ID, read impairment from behaviour and refuse a sale without a confrontation. This course teaches that; it is not a municipally designated programme and does not claim to be one.
